Click on the contacts button on the bottom nav bar to see who you are sharing location with and who is sharing with you. There is a chance that your friends haven't completed the invite process yet to be visible, or they have decided not to share their location with you. If your friends are not in your map's view, you will not see them unless you zoom out to where they can be visible.
Check to see if the filters are on for safety reporting and walkability in the filter button the top left. If the filters are on, there is a chance that Navi is still building it's crime and walkability data in that area.
